Overview:
We are seeking proposals from qualified organizations to conduct a comprehensive consumer study focused on behaviors around reuse. This study will be conducted in Ottawa and will include insights on a variety of products in the personal care, household product, and food and beverage categories. The goal is to gather insights into consumer behavior across a representative demographic, with a particular emphasis on neighborhood-level data. This consumer research study will support the current and future reuse pilots and initiatives in Ottawa, including (but not limited to) the Reuse City Canada Project, which aims to advance circular economy practices in urban centers across Canada, starting with their upcoming pilot in Ottawa, ON. The Reuse City Canada Project includes:
- Design of a system to build the first reuse city in Ottawa
- Collaboration with 2 Canadian retailers and 6 global CPG brands
- Implementation in 20-30 stores in Ottawa, across home care, personal care product categories
Objective: We are looking to engage with a qualified organization or individual to conduct a thorough study (through online survey, interview, focus groups, and/or other means) that provides insights into consumer behaviors around reuse. The study should include prequalifying questions to gain insights across various consumer segments, ensuring that the data collected reflects the diversity of Ottawa’s population.
Scope of Work: The selected proponent will be responsible for the following key deliverables:
- Study Design: In partnership with CPP (and partners), develop a study methodology that captures data on consumer behaviors related to reuse across a variety of consumer product categories.
- Data Collection: Conduct the survey across a representative demographic in Ottawa. This includes ensuring sufficient sample size to enable detailed analysis across various consumer segments.
- Analysis: Perform a comprehensive analysis of the collected data, with a focus on identifying trends, barriers, and opportunities related to reuse. The analysis should provide insights at both a city-wide and neighborhood level.
- Recommendation: Based on the survey results, provide recommendations on how to enhance consumer engagement with reuse practices, particularly in the targeted product categories. Additionally, offer suggestions for future research or initiatives that could further promote reuse behaviors.
- Report Out: Compile and present findings in a comprehensive report. Present the findings of the study in one 30-minute presentation with time for Q&A.

- Proposal Submission Deadline: November 19, 2024
- Expected Project Start Date: December 2, 2024
- Project Completion Deadline: Approximately February 14, 2025
Budget:
The maximum available budget to complete this work is $25,000 CAD.
The Canada Plastic Pact, a solution space of Generate Canada, is registered as a national charity. Contributions to this work can be provided with a business receipt.
Submission Guidelines: Proposals should include the following:
- Organization Overview: Brief description of you and/or your organization, including relevant experience and qualifications of the personnel executing the project.
- Approach and Methodology: Detailed plan for how you will conduct the study and analysis, including data collection methods.
- Team Composition: Name(s) and role(s) of the team member(s) involved in the project.
- Budget: Estimated cost for completing the Scope of Work.
- Timeline: Proposed timeline for completing each milestone.
Evaluation Criteria: Proposals will be evaluated based on the following criteria:
- 30% Relevance and quality of study design and methods
- 25% Experience and qualifications of the team
- 35% Cost-effectiveness
- 20% Feasibility of timeline (preference will be given to proposals who can deliver the project ahead of schedule)
